What to put in the brief.

Say what you want built. Be specific. "An app" is not a brief. "A puzzle game where the board is a hex grid and levels are procedurally generated" is.

Include: what it is, who it's for, anything it has to integrate with, and any hard constraints (platform, deadline, tech stack). Leave out the stuff you don't care about — that's what you're paying someone else to decide.
